Updated U.S. Import Duties on Orders from China and Hong Kong

Effective May 2, 2025, at 12:01 a.m. EDT, the U.S. government implemented significant changes to import duties on shipments from China and Hong Kong. Previously, small shipments valued under $800 USD could enter the U.S. without paying import duties under the "de minimis" exemption. This exemption has been eliminated for goods from these regions, affecting all shipments regardless of value .

What's Changing?

  • Elimination of De Minimis Exemption: All shipments from China and Hong Kong are now subject to U.S. import duties, regardless of their value.

  • New Tariff Rates:

    • Postal Shipments: Initially, a 120% duty or a flat fee of $100 per package was imposed on shipments via the international postal network. However, following a temporary trade agreement between the U.S. and China, effective May 14, 2025, these rates have been reduced to a 54% tariff or a flat fee of $100 per package.

    • Commercial Carriers (e.g., UPS, FedEx, DHL): Shipments through these carriers are subject to a reduced tariff rate of 30%, down from the previously imposed 145%.

Important: Customers Are Responsible for These Duties

Why Am I Responsible?

These are government-imposed fees collected by U.S. Customs and Border Protection (CBP), not by Complex. We will not refund any duties, fees, or taxes imposed on these shipments. If you choose not to pay the duties, the shipment may be returned or disposed of, and we will not be able to refund your order.

Why Is This Happening?

The changes stem from Executive Orders issued in April 2025, aimed at eliminating the de minimis duty-free exemption for China and Hong Kong shipments. The policy shift is part of broader efforts to address trade imbalances and concerns over the importation of synthetic opioids. 

What Should I Do?

  • Check Your Order Details: Determine if your item is shipping from China or Hong Kong.

  • Be Prepared to Cover Import Duties Upon Arrival: These charges are your responsibility.

  • Stay Updated: Monitor communications from your carrier or local customs for the exact amount owed.

Please note that while the recent tariff reductions offer temporary relief, the situation remains dynamic, and further changes may occur after the 90-day agreement period.
